For the second consecutive year, Pueblo Water earned the Government Finance Officers Association Distinguished Budget Presentation Award.

A team led by Finance Division Manager Kristen Spicola and Financial Planning and Rate Analyst Leroy Rittgers composed Pueblo Water’s annual budget for the fiscal year beginning Jan. 1, 2020. Pueblo Water also earned the distinction for the fiscal year beginning Jan. 1, 2019.

“I’m extremely proud of the effort our team exhibits each year as they demonstrate their acceptance of the responsibility of providing a service critical not only to the health and safety, but economic viability, of this great community,” Pueblo Water Executive Director Seth Clayton said. “This document embodies that commitment ensuring our financials are accessible, informative, and transparent to the customers we serve.”

For an entity to earn such GFOA distinction, its budget had to satisfy nationally recognized guidelines in its presentation. The guidelines assessed how Pueblo Water’s budget served as:

  • A policy document
  • A financial plan
  • An operations guide
  • A communications device

To receive such distinction, Pueblo Water’s 2020 budget had to be rated “proficient” in all four categories, as well as in the other 14 mandatory criteria within those categories.

Pueblo Water prides itself on transparency and its commitment to excellence. Annual budgets, Consumer Confidence Reports, and Water Quality Reports are available on its website at
