Who will be covered under the Service Line Repair Program?

  • Property owners of single-family residences and two-unit residential duplexes, served by one water meter set, with a leak on their water service line that occurred on or after May 19, 2015 will be covered under the Service Line Repair Program (Program). The Program covers the water service line in the public right-of-way, e.g. street or alley, from the main owned by Pueblo Water to the meter set owned by Pueblo Water. Water service lines outside the public right-of-way and water service lines from the meter set to the house or duplex will remain the property owner’s responsibility.

If a portion of my water service line between the main and the meter set is outside the public right-of-way, is it covered under the Program?

  • No, only the portion of the water service line between the main and meter set that is inside the public right-of-way will be covered by the Program.

Who is exempt from the program?

  • All commercial properties are exempt from the Program as are multi-family properties larger than two-units. Multi-family properties or groups of single family residences or duplexes, including townhomes and condominiums, that are served by a private main will also be exempt from the program. Exempt properties will not be assessed the $1 per month charge for program coverage.

Can I opt out of the program?

  • No, if you are eligible to participate in the Program you cannot opt out. Since the cost to repair a water service line may range from $3,500 to $10,000, Pueblo Water believes that the $1 per month charge is a great value to its Customers.

What are my responsibilities for my property’s water service line?

  • All water service lines, with the exception of the water meter set, are owned and should be maintained by the property owner. All costs of installation, maintenance, and/or replacement are the responsibility of the property owner. Through the Program, Pueblo Water will take on the responsibility of repairing or replacing the water service line from the main to the meter set for qualifying customers. The property owner will remain responsible for the cost of repairs of the water service line from the meter set to the house.

Is there any paperwork associated if I qualify for the program and Pueblo Water performs repairs on my water service line?

  • Yes, if Pueblo Water does repair or replace the water service line at a property, the property owner will be required to sign an acknowledgement form that details the responsibilities of the property owner and Pueblo Water related to the water service line. Failure to sign this acknowledgement form within twenty-four (24) hours of delivery to the property owner may disqualify the property owner from receiving benefits under the Program.

If I have a service line leak from the main to the meter set what should I do?

  • You should notify Pueblo Water’s Service Department at 719-543-2217. Once Pueblo Water has been notified, the leak will be assessed and if it is determined that the leak is between the main and the meter set, Pueblo Water crews will begin the process of making the repairs as quickly as possible.

How quickly will the leak be repaired?

  • Typically repairs or replacement will begin within 24 hours of discovering the leak. In the event that repairs or replacement cannot be started within 24 hours, Pueblo Water may choose to shut off the corporation stop, provide temporary service to the property, and then return to make repairs as soon as possible.

Who will be making the repairs to the service line?

  • In most cases, Pueblo Water crews will perform the repair or replacement of the water service line. However, a private contractor may be utilized in some instances. The property owner will remain responsible for repair or replacement of the water service line from the water meter set to the home along with any portion of the service line that is located outside the public right-of-way.

Is this an insurance program?

  • This is not an insurance program. It is a service Pueblo Water is providing to eligible property owners to help alleviate the financial hardship that comes with a water service line leak.

If Pueblo Water makes repairs to my water service line, does Pueblo Water take over ownership of the water service line?

  • No, regardless of whether or not Pueblo Water repairs or replaces a property owner’s water service line, the property owner retains ownership of the water service line.

What happens if my water service line is connected to a private main located in the public right-of-way, e.g. street or alley, rather than a main owned by Pueblo Water?

  • Pueblo Water will review each circumstance in which a property owner's service line connects to a private main rather than a main owned by Pueblo Water and advise the property owner of what portion of the service line, if any, will be repaired or replaced under the Program.
